Games bid, European Games 2006

Status:

SO Italy is officially bidding.

SO Austria interested if Rome bid does not finalize.

Action:

SO Italy and Mike Smith will meet with city of Rome in July 2002. 

EELC requests that a representative to attend the meeting.

Mike Smith will discuss possibility of SAS Albert of Monaco with Tim Shriver/JP van Rooy. Other potential Ambassadors or Honorary Presidents. EELC chair will be kept informed.

2.      Review of ctac minutes / Sports issues

European representatives on SOI Sports Committee: Marianne Leeninga will replace Natalia Rubstova, who was absent three meetings in a row.  Second representative for Europe is Andy Heffer.  

Some CTAC members contribute only little.  CTAC budget is restricted.  Accordingly, number of members should be reduced to 5.

Action:

Mariusz Damentko will reduce CTAC number at next CTAC meeting.

Upcoming meetings

CTAC recommends to keep two CTAC meetings per year.

Approved.

CTAC recommends to alternate regional governance/business conference and regional sports conference every other year.

Action:

CTAC will create a draft egional sports conference template agenda for 2003 and present at next EELC.

Sports rules for lower ability level

High numbers of athletes were disqualified at recent European events, particularly in lower ability levels.

Action:

Recommendations for SOI Sports Rules Ctee meeting in July 2002: CTAC will introduce request for flexibility for lower ability level, in particular for 15% honest effort rule.

3.      EUropean events and minimum standards

Minimum standards for European events

Mariusz Damentko presented draft Minimum Standards. 

Torch Run and Healthy Athlete initiatives are now in SOI minimum standards.  Concerns where raised that this could discourage bids. 

Action:

“Torch Run” and “Healthy Athlete initiatives” will be included in minimum standards as “strongly recommended” components of the games.

EELC will forward written comments on draft Min.Standards  for review by CTAC in September 2002.

Final decision will be made by the EELC in November 2002.

Minimum Standards will be applicable for all European events in 2004 and beyond.

Minimum standards for coaches

At recent European events, large numbers of teams did not follow official sports rules and were disqualified.

Action: 

Mariusz Damentko to create a plan for National Programs to responsible for distributing official sports rules to their local clubs and for “certifying” coaches sent to European Events.

SOEE Technical Delegates

There were confusions over the responsibility of Technical Delegates at European events.  Some interactions have been badly received by the GOCs.   SOEE needs to be more effective in educating the GOCs 12 months / 6 months in advance.

 

Action:

Mariusz Damentko to draft a TD job description and a training outline to be used by SOEE, TDs and the GOC.

- Nicos Megalemos will share his own experience as a TD.

-          Marc Feltgen will help draft detailed TD job description.

4.      Sanction on late cancellations at European Events

Recently, a number of programs cancelled participation a couple of days before events.  This is unacceptable for the GOC. 

Other programs travelled for several days by bus and delegations were too tired to compete at their bests.

 

Action: 

­          Mariusz Damentko will prepare an educational document about travelling to Regional events (visa issues, acceptable duration for travel, option not to take part in each European event).

­          In case of late cancellation

­          SOEE staff will address the issue and try to understand the reasons for cancellation.

­          In case of repeated late cancellations, SOEE as a group will decide on a sanction.  Sanction could be up to one (1) year without European competition and/or reduced quotas for European Games.

 

Where appropriate, Mike Smith, Managing Director, will issue letters to relevant sports ministries stressing the need for a two-way partnership for funding delegations for international events.

5.      Accreditation fees discussion / recommendations

Discussion

­          2.33% of NP revenues paid to SOI for Accreditation fees.  General agreement that % system works best.

­          Accreditation fees of other sports federations do not exceed US$ 2,000.

­          Questions over calculation and the definition of “restricted gifts”.   Some programs may be overstating their adjusted gross revenue.

Recommendation

Proposal for Nicos Megelemos to take to IAC:

Accreditation fees equal 2.33% of revenues, but with an upper limit of US$ 5,000/year.

Possible flat fee for programs run primarily under government structure. (E.Europe

6.      2003 world summer games – key issues

2003 World Summer Games

Action:

Liz Callery, will ask Games Organizing Committee if EELC members would be needed to help host to dignitaries and VIPs.

Mike Smith and Marc Feltgen to discuss role of EELC members at the Games and communicate by 1 September to members.

15 cities have submitted bids to host the Torch Run.  Site visits were conducted in June.

Final decision on itineraries by International Torch Run council in July 2002.

7.      FUTURE SOI/SOEE strategy: IOC recognition / INAS / Paralympics

Discussion on national perspectives:

 

­          Number of athletes and quality of events gradually gaining strong recognition for SO.

­          Connection to Olympics is good but should not be overdone.  We have our own identity.

­          Yet, name awareness and recognition with the public remains a problem for funding. 

­          Special Olympics receives support from National Olympic Committee, Ministry of Sports or both.

­          Because of value of paralympic medals, some Ministries prefer to support INAS and Paralympics.

 

Recommendation:

-          Any formal promotion by the IOC reaffirming Special Olympics would be positive, particulary when targeted at national sports ministries.

-          Mike Smith to share ideas with SOI.  Update at conference.

8.      ALPs review

Athlete representative on the EELC

­          Participation athlete representative on the EELC for the first time: Andreas Bohe, SO Switzerland.

­          Formal elections will be considered in November 2002.

­          Andreas presented national ALPs initiatives (athlete committee, athlete newsletter, games evaluations).

Action:

Andreas Bohe and Nolwen Grassin will prepare nomination forms and selection process for official election of an EELC athlete representative.

Regional survey

­          Survey sent to 57 programs. (Non participation 46%).

­          ALPs initiatives in Europe/Eurasia have increased since last survey in 1999.

­          Presentation of findings in four areas: Sports, athlete representation, promotion and PR, Global Messengers.

Action:

Nolwen Grassin will continue to promote ALPs initiatives in the region, with special focus on athletes as public speakers, as assistant coaches, and on athlete committees.

Andreas Bohe suggested conducting a survey/evalutation amongst athletes in Europe/Eurasia at the World Games.

Based on his national experience, Andreas will suggest the format to be used and submit at next EELC meeting.

Liz Callery will present Andreas’s nomination to be on the official Games Evaluation Team.

There should be a balance of global sessions (1 or 2), external speakers/professional team (1or 2 sessions) and regional sessions presented by SOEE staff.

II.       Information technology (potentially with external speaker)

III.     PDS Governance and boards;  Possible external trainer.

IV.    EELC round table (global/regional priorities.  Communication with EELC)

VI.    Fundraising  development (potentially with presenters from the broadcasting industry)

EELC INPUT

-          SOEE Fundraising support  is still not enough.

-          Families/Schools/Healthy Athletes are still secondary programs.  A professional/consultant from within these fields, promoting to their professional associations might be useful.

-          SOEE needs to be careful about only focusing on large, priority programs.  If you leave other programs with little direct contact for 2-3 years, you lose their buy in.
